the physical injnury caused  by the lengthy and unreasonably long electricity outage is the reason for the settlement. It is unfortunate for Dominion Resources ( Energy) Corp. but they are responsible for  and knew about it for  3 weeks because at least one call per day from our house on McLean Ave about it. ( for Norfolk area college neighborhood 5 blocks north of campus)   After the fact , The company sent me a form so they could  get it right NEXT TIME  that this may happen not for the time it did happen we faxed it back to them  there was signing off or their responsibility of my injury on it so that did not excuse them from anything. The damages though still have to be settled.  WE are comparing this to the McDonalds hamburger case with regard to overly hot coffee temperatures producing third degree burns  while this OUTAGE OVERHEAT  produced weakened muscles and pressured then broke  MY  spinal discs. This was an overly lengthy time to fix the electric outage so near a college. Giving G.R. Stewart a permanent injury  of walking and lift is disabled for more than very short moments at a time and can't be done at all sometimes. Reoccurring of  extreme pain regularly and other bad symptoms which have to be avoided or suffered.(  occasional painful  buldging & visable Vein & nuro veins show, Nerves pinching and internal bleeding &bladder control, limited sleeping and  nuro -nausea upon and before pain. No weight can be  applied/by opening  heavy doors and carrying brief cases or purses. without pain. Hard surfaces cause more limits to distance. Controlled exercise produces pain the next day and night .All GR Stewart has is a life of avoiding pain minute by minute forever. Physical therapy helps adjust things but is temporary so it must continue to go to the  appointments or the legs get numb and the knees cock uncontrollably and unable to stand on the right leg at all without a nerve jerk or extreme pain in the  right lower back section as sciatic nerve is included all since the Outage not before. High heels can no longer be worn as were  required by work attire and walks in buildings and  from parking places/lots on hard surfaces  cause more trouble than can be managed. It is not the  shoes it is the damage which is making the  require shoes impossible to wear.. Mobilization -Equipment is also  necessary and elevator, power chair, a not available-previously- disc operation, are all needed. None of theses problems were there before the outage overheat just crippled by pain and very little activity because of it..  improper emergency outages are very dangerous. 6hrs of an emergency line  is too much according to the Century Link Case. FCC charged them $16 m for it.. Dominion Energy was a no -show for emergency service near a college and MUST BE CHARGED for the Disasterous- Delay of Repair of an  outrageously long and then  hot 3 weeks without a flood even to contend with. We now have a much lower dollar so the amounts are much higher with which to generate income from on and by  such low interest rates by victims of injury settlements. Improper Outage repair- maintenance from Dominion Energy after hurricane Isabel and they should send me a check for 43 million dollars plus interest. and  $100 million for permanent physical bodily damages and immobilization.. This is an amount from a case of imobilzatiion in Chicago Airport woman settled at $150M. in 2019.

The Mcdonald's hamburger  case  delay of settlement is very notable. It took more than 10 years to settle at $10.85 million dollars back in  the 80s( higher dollar) and settled in th e90s . But ride- carts are completely  necessary inside the bldgs.  Walking Canes are not anywhere near what I need. Private power chair is more what I would  have needed if disability had paid me.  dominion should be billed for it all including an elevator and an upstairs bathroom.  the anti gravity chair I bought/ordered in Feb of 2004 was the only treatment then the next step was walking- anyway  in pain and it seems this injury never gets better. Years of doing less out of fear of collapse again. No traction whatso ever but maybe 3 seconds / The side pain happened after 30 minutes of standing at the Senates office they had me write something down  on a counter while standing and then brought someone else out to see me as if it were a test which it is not an appropriate test nor did i go there for a physical test. they were not able to grasp the purpose of my visit or were con artists after they teased me into the office on the phone  with offers of help with agencies.. I had to sit down from pain  and they treated me poorly after becoming in pain in the office there and i was not signing up for the military, acted as if I was? Were it  not for the outage time length there would have been no spinal -disc collapse  at the top of the stair case Muscle break -down from heat  caused too much pressure on the spine and broke the spinal -discs and liquid goes  all over the nerves and hardens. No collapses had ever happened before like this or down time not even( at the parking lot axing/ acornspill/college crime accident in 1998 and it did get better and I  could sit up in the drs office, 45 minutes after it happened).. not to mention being forced to lie on the wrong side during that 6mos horizontal period on my then recently  treated  whiplash jaw/neck causing additional pain & suffering from study at ODU and schedule changes they made me use and it is really from a serious/ old car accident so they should have been nicer about it there too. The Dr did not find out about this accident until 2005 after disability contacted his office. Since I was unable to drive to the ofiice myself and waited to see if it would get better for around 17-18 mos.  It never has for many things like heels and lifting /carrying , walking , running, jumping dancing ,some  chairs can't be used,  wooden pews cause sidways sitting, We think this is worth 200 times the McDonald's corp amount at least in full.( was age 44 with experience and future plans  )  the electric  air conditioning is required in the upstairs  even in October and November with any climbing of stairs  of 14 steps  with the outage heat 3 weeks was too much and overnight heat with no cool down really did it. Federal Utility Repair -Time Law is needed for Electric Employees to Respect and limit the Time used to Repair  the outage lines and transformer replacement and not leave us waiting when ther are no floods , especially in a college area.  It looks malicious that this ever happened so make a Law it can't be used as a malicious weapon this way.

This utility Owes me. I can barely do10- 15% of normal activities not at any repetitive pace , not daily,  every activity has to be rested after and wait a while before doing any more. Downtown does one -sided civil cases so it looks not this kind of  sewing  for damages but they probably should . so others will comply.more attentatively.    Cities must help the damaged with settlements and compensations or it continues.  Nor are they thinking enough of it as a way to better the society of Norfolk  as they should. Cox Communications and Dominion Energy could share the settlement to G.r Stewart and pay her immediately offering  and settling  out of court might be less.  physical therapy is still necessary or  the legs and muscles go numb and weak and the knees cock uncontrollably. University students acts of violence in school parking lot{axing her car} and  nearby on the road{acorn spill plus timed head on jogger} one of the women walkers ,the taller  timedhead- on one , may not have been a student  2nd day . They all were either foreign based or Out of state ,also had outlier looks for college ( very messy bad  short hair no make up) and previously  unseen  black for the white  location. Red shorts outfits 1998 Fall Nov. all  on the same  2 days of the car axing and the same  week after I called the Attorney about the old State Farm account number.  I suspect the phone is being monitored by an evil or even college resource. It could stem from any foreign revenge  out of history  which is very very criminal and ignorant.. but at the college.? They are all foreign,  black,  long wirey haired perfumed male  ,  or Hawaiian students  with one German female observer of the axing..  It was not appropriate or legal and the college has not paid me for it.   It was a German man who rear-ended and totaled my car in 1981-2 with a South Dakota drivers  license and a white van I had no loans.or cards  it was 2 yrs after leaving ODU way back then  .  the dr. is German and the judge looks German . here ! Civil Laws for white women like myself ? aren't enforced but are  criminal here.

Anyone victimized this way may as well be living in terror. It is not acceptable. The college and the car insurance company did  not know how to talk or think  about it. Very obviously deceptive and evil. The college appears to have reversed the bodily damage  incident back onto the student expense instead of helping; disowning the incident age 40 female and the de-scheduling ignoring the video courses -element with disability letter as if they weren't allowed.  Nothing but  deliberate CRIME BY OMISSION !

2003Dan Burnett's department[student services]incorrectly named.  Slanderously Calling the slighted  student a threat (yet unknown).age 44 and female,creating a false interruption even  in a schedule laden disaster which had been  forced upon the student and additional alterations by a professor.  False crisis creation ,while it[the problems were actually caused by the school and ther lack of scheduling.plus prof alterations.] The intimidation was certainly not from the student. This student has a trick severe whiplash pain in the neck from a car accident sometimes while studying for more than 1 month.2003 prof overloaded the student against their original planned course schedule. He also ignored a rare but severe-knife moment report of pain as if it were not being called about. the student was falsely suspended ,                                                                    Or is it Military thinking to a non physical not military student. The Dr. here doesn't respond normally either about it. But we did have a few appointments for pain and medications were prescribed by his invention. Car accident w/totaled car and broken nose was on the application at his office. High impact from front and back./steering wheel/ windshield impact.Lacerations on left chin were not discussed with him or Jaw/to neck  impact under those lacerations. He  G.Snider has a busy office which used to be dormitory close and is now Well an  Electronic Medical Records place.. he moved to York st.

    State Farm has been faxed the neck evidence of whiplash symptoms reoccurring from an old car-accident.1997 records from this Dr.   Emergency room & and dentist are being retrieved by the Health department as additional evidence of whiplash symptoms. So far they have avoided payment  they need whiplash category .   I was fully employed when the accident happened but did not study more than a month until returning to college which is when the whiplash appears with extreme pain and horror.
